It has been drawn to the NEC’s attention that some Establishments in the High Security and Closed Estates have made available or intend to make available, knives on Residential Units where kitchens are present. This is and has the potential to be hazardous to the Health and Safety of both staff and prisoners and should be resisted by the local committee. It is now incumbent on all Branch Committee’s to enter into discussions regarding the withdrawal of these knives from Residential Units and if need be, submit an SFC for their removal under the provisions of PSO 8525.

Additionally, the NEC have been made aware that there are still items readily available on Canteen Lists which have the potential to cause serious harm to staff and prisoners alike. For example tin cans. These have the potential to be fashioned into weapons, there are alternative items contained in safe packaging. Although these alternatives may be more expensive that should not be an issue where staff and prisoner Health and Safety is at Risk.

POA Branch Committee’s should insist on a Review of all Canteen Lists with a view to having all items which could be fashioned into weapons replaced with a similar product in alternative packaging.

As stated previously, if required an SFC should be submitted if Management are reluctant to Review Canteen Lists under the provisions of PSO 8525.
