Prison Closures

As you know the Lord Chancellor and Secretary of State for Justice Mr Chris Grayling made a written Ministerial Statement on Thursday 10th January 2013, in respect of prison capacity management.

On that day the National Executive Committee dealt with the media and visited and offered support to those affected branches. Meetings were also attended with the Chief Executive Officer Michael Spurr. The National Executive Committee have since had a NEC meeting on 16th January 2013 and attended a National Whitley on the 17th January 2013.

The Executive are now in a position to inform you of some of our strategy and response to this issue. I have arranged through the Justice Union Parliamentary Group an immediate Early Day Motion, which is enclosed. It is vital that every branch and the membership write to their Member of Parliament asking them to sign the Early Day Motion.

Further on the 13th February 2013, it has been arranged for a drop in Surgery at the House of Commons to brief Members of Parliament and for a demonstration opposite, which would be the (Old Palace Yard). Further details will be promulgated in due course.

At the National Whitley meeting, as you would expect the Executive argued our case not only about closures but about “institutional overcrowding” and the continued operating above the Certified Normal Accommodation Level.

The Executive raised concerns regarding the one to one interviews as once again we are completely dissatisfied with the Performance of some Human Resources Staff in dealing with our members and not having the answers to their questions. As a result, Michael Spurr has agreed to facilitate a meeting between the National Officials of the POA and NOMS on Monday 20th January 2013, in an attempt to get the Employer to answer our member’s questions during the interviews.

Further information will be promulgated after 20th January 2013, in respect of this matter.


The National Executive Committee have also determined to name the date and venue in respect of a Special Delegates Conference for “Efficiency Benchmarking”. As soon as a suitable venue has been found details regarding the agenda and date will be sent as quickly as possible.
