That the NEC pursue a policy to ensure that any member named in an official investigation report is allowed access to the said report). Motion 42. Due to the TUCs campaign for the growth of trade unions through recruiting and organisation, this union authorises the NEC to look at the feasibility of the introduction of pro-rata subscriptions. This will allow the POA to look at the way we as a union recruit and retain low paid workers and the advantages and disadvantages of a pro rata subscriptions rate linked to pay. The NEC to have a full report for Conference 2007 with an interim report on their progress within 6 months of the end of Conference 2006. Motion 43. That Conference debate and challenge the Prison Service policy on changes to the C&R refresher training, including fitness testing. Motion 44. That the NEC use all options available to reduce the qualifying time for the extra five days annual leave, currently at 18 years service, for prison officers, thereby ending the discrimination against us and bringing parity to all the Civil Service. Motion 45. The NEC negotiate a shorter working week for grades currently employed on 39 hours per week. This matter to be placed as an agenda item at the POA/PSMB Whitley within 6 months.
That the NEC emphatically instruct branch officials universally to adhere to the OSG Agreement so as to protect prison officers’ jobs, and protect legally OSGs who are asked, or indeed told, to carry out prison officer roles, in breach of the said agreement. Motion 47. That in all closed establishments the Health Care Centre/Hospital should be staffed from unlock in the morning until at least the end of the evening duty period. Motion 48. Prison officers need greater protection and redress against malicious and vexation complaints and as such the NEC must, as a matter of urgency, begin fresh, clear and conclusive discussions with the Prison Service Agency to effectively deal with this major issue, without recourse, once and for all. Motion 49. The NEC is asked to provide a report back on Motion 184 from the Southport Conference 2007. Motion 50. That the NEC actively promotes the training of branch officials in the field of mental health well being. Motion 51. That this NEC takes immediate action to ensure that legal representation is provided at the Prison Service’s expense for all staff that are involved on an independent adjudication where they may be cross-examined by a prisoner’s solicitor. Motion 52. In light of the increased equipment to be carried by staff, the NEC to negotiate with the Prison Department to have utility belts supplied as part of their kit. |
