Prison Officers Call For Dismantling Of National Offender Management Service

At its Annual Conference being held in Southport on Thursday, 26th May 2005, Prison Officers called for the dismantling of the National Offender Management Service (NOMS).

Conference identified the amount of money required to set up what was referred to as the “NOMS Empire” believed to be in excess of 90 million pounds.

Prison Officers considered it reprehensive that this amount of taxpayers money could be used to set up this additional level of bureaucracy, which was considered not necessary and was not warranted by the practitioners in both the Prison and Probation Service.

Conference, in calling for the dismantling of NOMS called on the Government to allow the Prison and Probation Service to continue their work without interference from this bureaucracy and re-direct the money saved to the front line service, where it was most needed.

Colin Moses, National Chairman of the Prison Officers' Association said:

“The introduction of NOMS has had the opposite effect in respect of what it was intended to do by placing a further distraction on the Prison Service and its staff from the valuable work they do by having to deal with the NOMS Market Testing and privatisation agenda.”
