Heads of Agreement

Since Annual Conference, members of the National Executive Committee have been negotiating on the Heads of Agreement Package, which the POA initiated and the Home Secretary endorsed.

This was entered into as a process to end the threat of Market Testing.

The main components of the package are as follows;

1. Review of Establishment Improvement Mechanisms.
2. Pay Modernisation and Terms and Conditions.
3. Training & Development to provide a Professionalised Service.

The National Executive Committee are aware of updates on the Prison Service Intranet, which have contributed to rumour, speculation and inaccuracies. We have informed the Prison Service Agency that this is not helpful.

The Executive now feel this is an appropriate time to update the membership on a particular issue of the package. On the 2nd September 2005, the POA negotiators met with Prison Service Officials and we informed them that their proposals for a multi year pay deal was unacceptable to the POA (please see enclosed letter).

We await a response from the Prison Service Agency on this crucial issue, in order for the negotiations to continue. We will update the membership accordingly on this matter.
