The employer has been requiring members to go on Detached Duty to maintain operational stability for almost 4 years. During this time, members have sought clarity from HMPPS on a number of issues. Following extensive discussions, a decision to set aside certain sections of the Travel & Subsistence PSI has been agreed.

An area of concern within the policy was the 30-day limit for night subsistence which was set-a-side; this confused members in respect of claiming T&S for 30 days or more. HMPPS did not set-a-side this element of the policy and some members have over claimed monies which they claimed in good faith and the employer seeking recovery.

As stated negotiations with HMPPS on this issue have been ongoing for a considerable period of time. I am pleased to report that we have now reached agreement which is detailed below:-

The T&S policy in respect of the 30-day limit for day subsistence is retrospectively waived from 1st November 2014 to 31st March 2018.

Members who have claimed day subsistence during this time and have repaid monies due to the existing policy will be reimbursed. Members should contact: noms-expenses-compliance@sscl.gse.gov.uk

Members who have over-claimed and have been contacted regarding an over payment they will not have to repay the money. Members in this position should contact: noms-expenses-compliance@sscl.gse.gov.uk

Any member who has not claimed subsistence over the 30-day policy during the above period, should now submit a claim providing they have receipts which must be submitted with the claim. If members do not have receipts claims will not be paid. When making the claim members need to enter change of policy’ in the justification box. Claims must be made by 31st March 2018.

The policy of the 30-day limit on night subsistence remains set aside.

HMPPS have published the attached NTS on the issue and members are encouraged to read this when making claims.
