Suspension of POA Circulars 5 AND 6 2019

Today members at HMP Liverpool were forced to protect their Health and Safety due to concerns about the legitimate use of force in order to protect themselves from violence.

The Executive convened a special NEC meeting and agreed that POA Circulars 5 and 6/2019 should be suspended. This will allow local committees to re-engage and the National Executive Committee to seek a resolution to our concerns as soon as possible.

Your support in enacting these Circulars has been greatly appreciated by the NEC.

The employer has agreed to meet with the POA in order to discuss a review of PSI 6/2010 (Conduct & Discipline procedures) and PSO 1600 (Use of force).

Local committees must continue to highlight any discrepancies and concerns over the application and interpretation of both these policies to their Area Representative, this will assist the Executive to bring about change and provide examples to the employer.
