At the NEC meeting on the 23rd January 2019, the Executive again discussed concerns raised by local committees over the application of PSI 6/2010 by some local management.

The NEC issued POA Circular 5/2019 on the 18th January 2019, as a precursor to this circular, advising members that they had determined until further notice that they would not engage with HMPPS concerning national issues, attending meetings and entering into negotiations. At the meeting on the 23rd January 2019 the NEC directed that all local POA committees will instruct their local SMT that they will no longer conduct consultation and/or negotiations with their SMT until HMPPs conduct all codes of discipline in line with national policy. Any changes that Governors wish to make must corresponded via a Management Proposed Change (MPC) and dealt with under PSO 8525.

Should local management issue an MPC the local committee will call on the status quo, consider the proposal and report back to their members as soon as possible.

The Executive also directed that further work will be commissioned to identify the extent of the mis-application of the code under PSI 6/2010 and PSO 1300.
