APPLICATION OF PSI 6/2010 CONDUCT AND DISCIPLINE

The National Executive Committee have determined that until further notice they will not engage with HMPPS concerning any national issues, including attending meetings and entering into negotiations.

This decision has been taken in support of POA members who are being subject to unfair and unwarranted disciplinary procedures, where the employer has clearly failed to abide by PSI 6/2010 and continues to breach due process. This has recently been highlighted in the case of an NEC member and other members with clear abuses and interpretation regarding the application of the Conduct and Discipline Instructions.

This decision was relayed to Michael Spurr at the National Whitley meeting on Thursday 17th January 2019, when the Executive informed the Prison Board of our major concerns regarding PSI 6/2010 and removed ourselves from the meeting.

The Executive will continue to advise, support and represent all local branches and committees and will honour all pre-arranged commitments and meetings with local committees. The Executive will be meeting on the 23rd January 2019 and a further update will be given to the membership thereafter.

Please bring the contents of this circular to all branch members.

On behalf of the NEC.

Yours sincerely
