Advanced Prison Officer Band 4:

Following the announcement from the Secretary of State for Justice to start a professionalisation programme for Prison Officer’s/Band 3’s, NOMS issued an Annex A to the union.

Following consideration of the Annex A meetings have taken place with NOMS but, no agreement has been reached.

The impact of this new grade on the day to day operation of establishments is not known. The pay and grading structures has not been agreed and concerns raised over the Job Description and other associated issues. Therefore, the Executive at a special NEC meeting on Friday March 31 determined:

“After the recent announcement about the proposal from HMPPS to have Advanced Prison Officer grades at Band 4 the NEC instruct all POA members that may be affected by this offer to defer from considering this role until the POA have been able to negotiate an agreed position with the employer.”

The NEC are awaiting further meetings with NOMS to progress this issue but, are concerned that NOMS may impose the new grade with immediate effect to fulfil the Secretary of State for Justice announcement.
