We recently distributed POA Circular 72/2015 regarding the above and asked branches that where NOMS Management were continuing to insist on deploying OSG’s into stores, to progress the matter via the disputes process as detailed in PSO8525.  As a result of this Circular a number of branches subsequently registered disputes.  These disputes led to members of the POA Disputes Committee to have further discussions with NOMS Employee relations section regarding this.  As a result of these discussions, NOMS have accepted that OSG’s should no longer be deployed to work in stores which are the responsibility of the companies Carillion and Amey.  They further agreed that they would inform Prison Governors of this and that with effect from 1st October 2015 Management would no longer deploy OSG’s into stores. NOMS also insisted that any incurred cost to NOMS up to this date regarding this use of OSG’s, would be recovered from the contracted employers.

Although we believe the matter is now resolved and we take this opportunity to thank branches that registered disputes, we still ask that branch officials maintain a ‘watching brief’ to ensure Management abide by this agreed position.
