COMPETING DELIVERY OF SERVICES

On the 13th January 2014 a competition was formally launched for the contracting out of Works and FM services within NOMS and although the POA and other unions disagreed with this decision, nonetheless the process did continue. The POA along with other unions have been in regular discussions and consultation with NOMS and more recently the successful bidders for the contracts Carillion and Amey, to ensure the best interests of our members are served in regard to this. The transfer of staff to their new employer under the TUPE transfer process will take effect from June 2015 and thus discussions and consultations with NOMS, Carillion and Amey will continue at a gathering pace.

We understand our members will have reservations and concerns as to what the future may hold for them and indeed many questions. We will continue to do our best to address these concerns in our discussions with NOMS and the new employers.

NOMS have been publishing regular Questions and Answers on the intranet in regard this process and we urge members to read them regularly to ensure they understand how this process may affect them in particular in regard to the TUPE transfer process. If you cannot find the answer to your questions in those documents or by discussion with your Management please direct your questions to us at Cronin House via Debbie Davis on debbie@poauk.org.uk and we will ensure a response as soon as possible.

During March and April both Carillion and Amey will be holding one to one interviews with all staff subject to transfer to them. We urge all members to attend these interviews and where possible ensure their local representative or colleague attend as support.

We are also facilitating a meeting between representatives from Carillion and Amey along with officials from our sister unions at our unions Annual Conference on the 12th May. We extend an invitation to any branch officials in attendance at Annual Conference, who may have questions on behalf of their members in regard to this process, to take the opportunity to speak directly to the new contractors and indeed other union officials. The details of this meeting will be distributed along with the conference agenda in due course.

Thanking you in anticipation of your support and co-operation.

Yours sincerely
