Smoking in prisons PSI 9/2007

At the NEC meeting on the 29th April 2014 it was agreed to write to all branches in England and Wales and advise local committees to ensure that local management are enforcing the Prison Service policy on smoking PSI 9/2007.

If any management are not enforcing this policy in full, local committees should raise this with the Governor in the first instance. The local Health and Safety Advisor should be asked to review all risk assessments and safe systems of work to ensure they are compliant with PSI 9/2007.

This circular must be used as a follow up to POA Circular 19/2014 to ensure your employer fulfils their duty under the 1974 Health and Safety at Work Act.

The NEC has written to the CEO of NOMS raising your concerns over the failure of NOMS to provide “smoke free” workplaces and minimise the risks associated with the harmful effects of second hand smoke.

An article has also been written for the June Gatelodge to raise awareness of this issue.

Please draw the contents of this circular and other circulars to your members as soon as possible.
