NOMS Detached Duty Protocol

As you know NOMS have been seeking volunteers and ordering members from establishments to attend other prisons on detached duty. The NEC have constantly criticised NOMS for their failings, which has resulted in staff shortfalls across the Service.

In 2012 and 2013 NOMS allowed thousands of staff to leave the Service through VED’s, knowing that there has been a recruitment freeze for more than two years. This is unacceptable.

The NEC do not believe that members should have their family lives disrupted, but as a mobile grade contractually members may be required to go on detached duty, at present the NEC are seeking legal advice on this matter.

The NEC have pressed NOMS to ensure all staff/members are used within region where possible, unless they volunteer and or it is operationally unavailable.

If any member is ordered to go on detached duty against their wishes, they should raise a grievance and copy their NEC representative into it.

The NEC will keep this issue under constant review and further reports will be promulgated in due course.
