Recruitment and retention

The Executive are fully aware of the problems associated with staff shortfalls across the prison estate as a result of the 2 year recruitment freeze imposed by the Co-alition Government. These problems have been exacerbated as a result of VED’s and staff leaving the service.

On the 14th March 2014 the NEC received the attached letter which is long overdue but welcome. However, it has been drawn to the Executives attention that Governors are still advertising OSG vacancies on a 50 week contract even though there is a full time vacancy. This is unacceptable and is currently being pursued through the HR Whitley Sub Committee.

Chapter 6.11 of PSI 62/10 allows Governors to recruit OSGs on full time permanent contracts. Therefore, the NEC urges all local committees to engage with Governors and use their BDG reports and statement from Michael Spurr that there will be no more cuts to encourage management to recruit permanent employees where possible. If management refuse to take this course of action please inform your NEC Representative.
