Benchmarking: Stage 6 Reports Protocol of engagement

As promulgated in POA Circular 97/2013 a Protocol of Engagement was agreed between NOMS and the POA with the intention of enabling Branch Officials in establishments who are presently subject to Phase 1 of Efficiency Benchmarking to review and subsequently challenge the Stage 6 reports for their establishments.

The NEC are aware that NOMS have now commenced distributing the stage 6 for affected establishments and expect the Protocol of Engagement to be adhered to locally by local Senior Management Teams.

In order to ensure that our prisons are Safe, Secure and Decent, this is an important and valuable opportunity for Branch Officials to challenge any areas of disagreement relating to the Efficiency Benchmarking proposals for their establishments via the “issues log” process laid out within the Protocol of Engagement.

The NEC will continue to engage nationally with NOMS on the Efficiency Benchmarking process. However, to enable the NEC in fully supporting Branch Officials currently in stage 6 of Efficiency Benchmarking, the following information is requested throughout the Protocol of

Engagement;

  • Full description with supporting evidence of the challenges made by the POA at your establishment.
  • Updated copy of the issues log.
  • Response from NOMS on challenges made to Stage 6 reports by the POA.

If Branch Officials are experiencing any difficulty in being allowed to challenge the Stage 6 reports or that the Protocol of Engagement is not being adhered to in any way, please inform the NEC official responsible for Area Representation for your establishment and email debbie@poauk.org.uk outlining where the agreed process is not being followed as a matter of urgency.
