Efficiency Benchmarking Way Forward

A one day briefing session for all phase one establishments and the five adopter sites of Efficiency Benchmarking took place on Wednesday 5th June 2013 in Daventry in order to address issues and concerns raised by branch officials during a fringe meeting held with the Director of Public Sector Prisons at Annual Conference 2013.

A full and frank debate took place surrounding the issues of the concept of Benchmarking, Core Staffing, Night Staffing Levels, ACCT Assessments, outcome of stage 5 and 6 reports and Flexibility of Band 4 officers.

Further information on the events of this meeting will be promulgated via POA Circular following the NEC meeting on Wednesday 12th June 2013.

It was clear from many of the branch officials present that there were concerns regarding engagement by local management, the time frame for branches to challenge reports from the BDG and the belated timing of that meeting.

In particular, the NEC are concerned that this apparent lack of engagement must be addressed prior to the commencement of Phase 2 of Efficiency Benchmarking. It is the belief of the NEC that branch officials from all phase 2 sites would benefit from early engagement in order to ensure that local branch officials are appropriately engaged with Efficiency benchmarking.

In response, NOMS have accepted our request for a one day briefing session for all phase two establishments in order to address concerns prior to the commencement of phase 2 and to ensure that local branch officials are appropriately engaged with Efficiency benchmarking.

This meeting will now be held on Monday 24th June 2013 at the Daventry Court Hotel, Sedgemoor Way, Daventry, Northamptonshire NN11 0SG and will commence at 10:30am. Two branch officials will attend from each of the affected establishments (see attached list). 

Travel and subsistence will be paid for by the POA. Overnight accommodation should not be necessary however, if any branch believe it is necessary they should contact the Finance Department at Cronin House for prior approval (please find attached travel and subsistence form for affected branches).

Branch Officials are requested to identify areas of concern for their establishment and forward these to Debbie Davis at debbie@poauk.org.uk in advance, and no later than 17:00hrs Thursday 20th June 2013.
