Efficiency Benchmarking Way Forward

At Annual Conference 2013 a POA/NOMs ‘understanding document’ was rejected by the membership. The Understanding Document contained reference to many areas, but most significantly, efficiency benchmarking. It was clear that branches would benefit from further dialogue about how the proposals would work in practice, particularly in relation to efficiency benchmarking.

A fringe meeting was held with the Director of Public Sector Prisons in attendance and many questions and concerns were raised by branch officials from establishments currently going through the Efficiency Benchmarking process that we believe necessitated further discussion: Night Staffing Levels, the Core Day, Regime Delivery and refresh, ACCT Assessments, engagement by local management and the time frame for challenging reports from the BDG.

As a consequence, NOMS have accepted our request for a one day briefing session for all phase one establishments and the five adopter sites in order to address these issues and other concerns which may arise from the understanding Document and to ensure that local branch officials are appropriately engaged with Efficiency benchmarking.

This meeting will now be held on Wednesday 5th June 2013 at the Daventry Court Hotel, Sedgemoor Way, Daventry, Northamptonshire NN11 0SG and will commence at 10:00am. Two branch officials will attend from each of the affected establishments (see attached list).

Travel and subsistence will be paid for by the POA. Overnight accommodation should not be necessary however, if any branch believe it is necessary they should contact the Finance Department at Cronin House for prior approval (please find attached travel and subsistence form for affected branches).

Currently, there have been a number of disputes raised by branches who are challenging changes or proposed changes to working practices in their establishments.

Branch Officials are requested to identify areas of concern for their establishment and forward these to Debbie Davis at debbie@poauk.org.uk in advance, and no later than 17:00hrs Monday 3rd June 2013.
