Submissions to the PSPRB Prison Service Pay Review Body

Some members have raised concerns at the content of NOMS submission to the Pay Review Body in respect of pay for 2013/14.

The Executive are extremely disappointed, but not surprised at the approach of NOMS, in respect of their recommendations to the PSPRB. NOMS do not believe that existing staff on closed off pay scales warrant a cost of living pay award. This is their view, but not one that is shared by this Executive.

I will remind all members that due to the restrictions placed on the POA by section 128 of the Criminal Justice and Public Order Act 1994, the POA do not have any collective bargaining rights on pay. The POA can only put forward a submission to the PSPRB as part of the remit group and we have done so year on year in line with Conference Policy. The Unions Submission has been submitted and is available on the POA website at www.poauk.org.uk I suggest you make all of your members aware of the Unions Submission and where they can access it.

Members of the NEC on the 13th December 2012 are scheduled to give oral evidence to the PSPRB. At this meeting we will take the opportunity to dismiss the claims of NOMS and try to persuade the PSPRB to make strong recommendations to Government, to ensure all members receive a fair and decent cost of living pay increase.

The Executive has consistently advised members that the Employer (NOMS) have a perception that operational staff are overpaid. In 2009 NOMS closed off the pay scales of Prison Officers and introduced PO 2’s on new terms and conditions and a reduced pay scales. The introduction of Fair and Sustainable in April 2013 does not affect the terms and conditions of staff who choose not to opt into the new pay model, nor does it affect the process for making a pay claim year on year.

The Executive can give no assurances in respect of a pay award for any member, but you can rest assured that the submissions to the PSPRB will be forceful and professional.
