Pay protection for staff moving to another role/grade

In 2011 NOMS’ Pay and Reward Group held discussions with unions in respect of Pay and Appointment between Grades.

In January 2012 new policy was introduced. As a result of this policy change, mark time pay for staff moving to another role or grade is no longer applicable. This is now replaced with pay protection for a two year period. This policy will be outlined in more detail in the NOMS pay policy manual when it is published.

The agreed policy change also improves the position for staff who move to an alternative role as a reasonable adjustment on disability grounds under the Equality Act 2010. These staff will now also be entitled to the same level of two years pay protection. 

All staff who were in receipt of mark time pay prior to the 1st January 2012 will not be affected by this policy change. They will continue to retain their pay until such time as the pay for their new role or grade catches up.

If any individual believes they have not been treated in line with this policy or the previous policy of mark time, they should contact Glyn Travis, Secretary to the POA HR Whitley Committee, for advice in the first instance.

The contents of this circular are only being promulgated now because the POA’s HR Whitley Sub Committee have been seeking agreement and clarification on certain issues which have now been resolved.
