Pensions Update

At a meeting with Ministers on the 2nd November 2011, a number of new proposals were outlined to the TUC negotiating team by Chief Secretary to the Treasury Mr Danny Alexander and Cabinet Office Minister Mr Francis Maude, including an improvement in the proposed accrual rates within the major public service schemes compared to their previous position and new proposed transitional protections, for those closest to retirement.  They also indicated a long term commitment to any agreed reforms not being re-opened within the next 25 years.

The POA National Executive Committee cautiously welcome this movement in the Coalition Government’s position, which has come as a direct result of pressure being applied to Ministers alongside the determination shown by all public sector workers and the groundswell of support for the TUC’s day of action on the 30th November 2011.
The Executive are fully aware of the spin that the Government officials have put in the public domain.

The simple fact is this is a step in the right direction and a new phase for negotiations.  The proposals and their detailed implications on accrual rates, transitional arrangements including the normal pension age along with contributions will now need to be considered in detail within the Civil Service Schemes and the NHS Schemes in order to protect our membership.

The POA are no different from any other public sector union we have always indicated throughout this process that we wish to reach a negotiated settlement on all issues.  That remains the position and we will engage intensively in the coming weeks, but unless and until further real progress is made, which protects the membership and acceptable offers are made within those negotiations the POA along with other Unions remain firmly committed to continuing preparations for the planned day of co-ordinated action on 30th November 2011.

A further meeting of the Public Sector Liaison Group will be held in the near future to consider the progress that is being made in the scheme specific design negotiations.
We will of course keep the membership updated with developments.

Yours sincerely

Steve Gillan
General Secretary
